This is a sight unique to China: mobile numbers written on the walls, stuck to the ground, even painted on cars.
Every number has two Chinese characters explaining what service to expect if you dial the number: °μΦ€ (Ban Zheng), meaning that you can cheaply but illegally obtain any kind of certificate - student cards, ID cards, etc.
