In 1995, then President Jiang Zemin made the following proclamation at the UN Fourth World Conference on Women: "Equality between men and women is a basic State policy that promotes social development in China." The establishment of this basic State policy of equality between men and women has had a far-reaching impact on the development of women's causes.

This basic State policy of equality between men and women means that men and women have equal rights, equal obligations and equal opportunities. Men and women should have equal access to employment and economic resources, education and legal protection. But actually, sex-based discrimination continues to exist, so there is a long way to go to realize genuine equality. To reach that goal the Chinese government has been utilizing a variety of means.
