Developing the Old Industrial Base of the Northeast

Old industrial bases in northeast China have played an important role in national economic and social development. Machinery, manufacturing and steel industries contributed greatly to China's economic development during China's planned economy period.

But some industries began to lose their competitive edge because of ageing technologies and machinery and new industries haven't been developed. In some cities, even though they are rich in resources, there are still great difficulties. To solve these problems the Chinese government has decided to speed up the restructuring, reforming and revitalizing of these old industrial bases.

Chinese Premier Wen Jiabao says the restructuring should involve in re-adjustment of not only industrial mix but also the ownership mix and the national economy mix. He says there needs to be more technological innovations in enterprises, and to try to achieve overall and sustainable development. Other focuses should be on employment, science and education. He says these developments must also assist the social security system.

The Chinese government is drafting a reform plan for the old industrial bases in the three northeast provinces Liaoning, Jilin, and Heilongjiang. These areas are also working on their own reform plans.
