Development Strategy

In October 1987, the Chinese government put forwards an important strategy for the country's development at the 13th National Congress of the Communist Party of China (CPC). It is called the "three-step development strategy". The first step is to double the 1980 GNP and ensure that the people have enough food and clothing. The second step is to quadruple the 1980 GNP by the end of the 20th century. The third step is to increase the per capita GNP to the level of the medium-developed countries by the mid-21st century. Then the people will be well off and modernization will be basically realized.

In September 1997, the goal of the third step has been further envisioned at the 15th National Congress of the CPC. By the end of 2010, China will double its 2000 GNP. The people will be even better off and the country will have more mature system of social market economy. By 2020, China's GNP will continue to grow and various systems will become in full play. By 2050, China will basically realize its modernization to be a socialist country with prosperity, democracy and high civilization.
