When China's new environmental law came into effect last month, it was hailed as the most stringent one in Chinese history. Although the law might be serious in bringing offenders to justice; it is still not enough to turn pollution, which is at an alarming level, around.

First and foremost, laws need people to enforce them. The size of environmental law enforcement is simply not big enough, to say the least, when compared with major developed nations, where pollution problems are less severe. To enforce China's environmental law needs greater investment in funding and personnel.

Secondly, China's environmental agencies need to be reformed in a way that will give them more power to tackle pollution. China has many government organs which wield more influence than environmental agencies. So when everyone has a stake in a potentially polluting project, environmental agencies may often be left sitting on the bench.

So how can China enforce its environmental laws more effectively? If China's environmental agency needs to reformed, where should this reform go?
