Kazakh Council Rules out Referendum on Extending President's Rule

Kazakhstan's Constitutional Council on Monday ruled out a referendum on extending President Nursultan Nazarbayev's presidency until 2020.

Chairman of the council Igor Rogov made the announcement in Kazakh capital of Astana, saying the proposed referendum was against the country's constitution.

"A law on the introduction of amendments to the Kazakh constitution, which has been recognized as being against the Kazakh constitution, cannot be signed and put into effect," Rogov said.

He added the president, in line with constitution, has the right to express an objection against the Constitutional Council's decision within a month.

Earlier in the month, the Kazakh parliament members unanimously asked Nazarbayev to greenlight a referendum on extending his tenure to 2020, bypassing elections due in 2012.

Under Kazakh law, the president has the final word on whether to hold a plebiscite.
