China-CEE Summit Issue Guideline to Boost Coop

Chinese Premier Li Keqiang and his 16 counterparts from Central and Eastern European countries, have issued a guideline following their summit in Romania.

Analysts say the guide document will further expand China's cooperation with CEE nations.

At a press conference after the China-CEE summit, Chinese Premier Li Keqiang said the guideline will be conducive to European integration and the deepening of China-EU comprehensive strategic partnership.

Feng Zhongping, a European studies expert at the China Institute of Contemporary International Relations, says the guideline can further cement the two sides' cooperation and explore new fields.

"The 16+1 cooperation between China and CEE nations launched last year has gained accelerated momentum. But it is in a tentative stage. I think the newly-issued guideline is aimed at further implementing previous proposals. In the meantime, the guideline explores new fields, such as small and medium-sized enterprise cooperation.

According to the guideline, China and CEE countries will expand their cooperation, particularly when it comes to investment and infrastructure construction.

For example, China and Romania have decided to set up working groups on major infrastructure cooperation projects. China, Hungary and Serbia also announced they have reached an agreement to jointly build a railway between the two European countries.

Feng Zhongping says compared to the trade, investment is more important. Meanwhile, CEE countries are in need of capital for infrastructure construction.

"The investment can boost the trade. Meanwhile, the investment can create local employment opportunities. The CEE's economy is being transformed. In the past, they relied on Western European countries. However, those countries' economy has faced many issues due to the European debt crisis. In this background, China's capital and technology advantages are becoming obvious."

The guideline also says small and medium-sized enterprises should play an active role in economic and trade cooperation between the two sides.

"There are few large enterprises in CEE countries. Small and medium-sized enterprises are playing a major role. Bilateral cooperation should be based on realistic conditions. So small and medium-sized enterprises' cooperation will be the main force between China and CEE countries."

Among the guideline's numerous proposals, it also says Beijing and Shanghai will allow transit passengers from the 16 CEE countries to stay in the city for 72 hours without a visa.

The China-CEE summit comes on the heels of last week's China-EU summit in Beijing, which unveiled a landmark agreement to increase two-way investment flows.
