Establishment of Tibet Autonomous Region

On June 28 1965, the Tibetan Working Committee delivered a report to the Central Government that they planned to hold the first session of the People's Congress of the Tibet Autonomous Region to elect the People's Committee of the Tibet Autonomous Region and set up the Tibet Autonomous Region. On August 23rd, the State Council held a conference and approved the report. The Central Government decided to change the Tibetan Working Committee into the Committee of the Tibet Autonomous Region of the Communist Party of China (CPC). On August 30th, the Preparatory Committee for the Founding of the Tibet Autonomous Region held its last conference, passing the work report to be presented to the first session of the People's Congress of the Tibet Autonomous Region, bringing to a successful conclusion the historical task of the Preparatory Committee for the Founding of the Tibet Autonomous Region.

On September l 1965, the first session of the People's Congress of the Tibet Autonomous Region was held in Lhasa, announcing the formal establishment of the Tibet Autonomous Region. Premier Zhou Enlai had flown to Lhasa to attend the celebrations, but his plan changed for some reason when he reached Chengdu. Instead, Xie Fuzhu, head of the delegation of the Central Government, addressed the conference, offering congratulations on behalf of the Central Government, the Communist Party of China (CPC) and the State Council. Zhang Guohua delivered a report on behalf of the Committee of the Tibet Autonomous Region, concluding the fifteen years of work in Tibet Ngapoi Ngawang Jigmei delivered a work report in the name of the Preparatory Committee for the Founding of the Tibet Autonomous Region. On September 8th, the conference elected the members of the committee of the Tibet Autonomous Region, with Ngapoi Ngawang Jigmei serving as Chairman, Zhou Renshan, Phabala Gele Namjer, Guo Xilan and others as Vice-Chairmen, and altogether 37 elected as members of the committee.

The establishment of the Tibet Autonomous Region marked the beginning of a new phase in Tibetan history.
