The Shanghai municipal government plans to invest 40 billion yuan (6 billion US dollar) in 13 tourism projects, aiming to build the city into an international resort, Chinanews.com reports.

Among all the projects in construction, a Disneyland theme park is the largest one.

Construction will begin this May and be completed in 2015.

According to Shanghai Securities Co., Ltd, a theme park may gather up to 12 million tourists annually and promote local catering, shopping, tourism and other service industries.

However, the first Disneyland on the Chinese mainland has triggered great controversy. Many people argue that foreign fashions may impact our own culture. Some doubt the Disneyland Resort can make a profit continuously.

A netizen named Shen Bai wrote in his blog that a tourist city must have its unique culture and own brand image to attract world's attention.

Shao Qiwei, chairman of China National Tourism Administration, stated that rich cultural and revolutionary legacy in the modern history lay a good foundation for Shanghai to become an international tourism city. The success of the World Expo 2010 also helps the city create a seductive image for tourists at home and abroad.
