Recently, China's environmental watchdog has fined and blacklisted 19 companies that showed weak desulfurization measures in 2013, including China's largest oil and gas producer, China National Petroleum Corporation (CNPC), the Securities Daily reports.

The CNPC Ningxia branch has been slapped with penalties by China's environmental authorities for failing to meet targeted sulfur dioxide emissions.

It is the second successive time that CNPC has been blacklisted for violating environmental rules.

CNPC's Guangxi and Luoyang branches were fined for coaxing desulfurizing subsidies last year.

"The amount of fine is far less than the cost of pollution control for one day, which is the reason that companies don't put much stock in environmental protection awareness," said Ma Jun, director of the Beijing Institute of Public and Environmental Affairs.
