The city of Luoyang is planning to upgrade its tourism industry from economy to leisure based through deepening its supply-side structural reform.

This initiative is part of the city's plan to develop an "All-for-one tourism" campaign, which aims to integrate local tourism resources with other areas in a bid to improve its competitive edge and quality of service.

The plan includes building a Qing Dynasty complex in Mengjin County, a Bali culture town and Art Park, and a Wenfeng Pagoda cultural industrial park; all of which attracted huge crowds of people during the 2017 national holiday.

In recent years, Luoyang has actively updated its tourism oriented products and services and also improved industrial operations by integrating its processes with tourism and other sectors that deal with exhibitions, agriculture, sports, science and technology.

With tourism as one of the five leading industries in the city, its "All-for-one tourism" campaign is expected to help build Luoyang as a world tourism and leisure center.
