New housing projects for low-income urban residents in Xinjiang has help more than 1,200,000 herders relocate to new homes.

"Getting a better life is our future goal," Xi Jinping, secretary-general of the Communist Party of China said during a conference meeting with Chinese and foreign journalists. The work for people's livelihoods is getting increasingly important for the entire Party and people of different ethnic groups.

In recent years, new housing projects for low-income urban residents in northwest China's Xinjiang Uygur Autonomous Region has help more than 1,200,000 herders relocate to new homes and improved the housing conditions for 90,000 residents with middle or lower incomes. As Zhang Chunxian, the party chief of the Xinjiang Uygur Autonomous Region, said, "Owning an apartment is every family's dream and treasure."

The Xinjiang Uygur Autonomous Region is a place with large grasslands, snowy mountains and deserts stretching beyond the horizon. It is an enchanting place to visit. But as a remote land, the living condition for herders living there is very hard. The potential safety hazards of adobe and wooden houses are serious.

In order to fully improve the housing conditions for the people of all ethnic groups in the Xinjiang farming and pastoral area, a project, supported by the state council, Xinjiang Uygur Autonomous Region and the provinces backing Xinjiang, has been widely praised by the local people.

"We have been married for 40 years. Our three children are all married. In the past when it rained with heavy winds, the house was in terribly trouble. I couldn't imagine that we two, in our old age, could live in the good house," said villagers Mr. and Mrs. Palidaike Wusuer of Xiasulagong County under Dadamutu township where the project of providing affordable housing and improving people's well-being was implemented in Yining city of Xinjiang.

A staff member of the town committee said: "Only villagers staying in Xiasulagong County are eligible to live in the houses with all facilities ¨C including water, electricity, gas and rooms for a kitchen, bathing and toilet. Even rich people cannot buy such a house here."

Xiasulagong County is a county with a long history. The county was not arranged using scientific planning, and living there was inconvenient in the past. But now, the new county has followed a community management construction model. The lives of the people living there have changed a lot. New houses, a kindergarten, an activity center and village clinic can be seen in the village. There are 1,040 households and 4,373 people in Xisulagong County. It was an impoverished village. Last year, with the construction of the Sulagong Industrial Zone established and the Xinjiang aid projects carried out, the people there were relocated. Different sizes of houses were built for villagers, who could purchase them for low prices.

In addition to getting rid of housing problems, how to increase incomes also needs to be tackled. In order to guarantee that rural residents can continue earning a stable income, the relevant departments have implemented new methods and highlighted the following the measures.

They build squares and sell them at a low cost for the farmers to operate businesses. Farming facilities and demonstration gardens are rented to farmers to operate. They are organized and encouraged to start businesses and increase their labor service output. The rural residents are also encouraged to take part in social security services in order to live comfortably in their old age. Through the measures, the employment issues of these rural residents have been basically solved.

Abulayong Nuermaimaiti, director of the Yining Municipal Commission of Housing and Urban-rural Development, provides the basic information for providing affordable housing and improving people's well-being. According to the standard of "A higher starting point means a higher level of efficiency," the cadres and masses have made efforts to fulfill the project. Abulayong said that he is trying his best to make the people of all ethnic groups live comfortable and happy lives.

"Our people are in love with their lives," Abulayong said. "They are looking forward to better educations, stable jobs, satisfactory salaries, reliable social security, advanced medical treatment service, cozy housing conditions and a beautiful environment, in which their children can grow, work and live better."

The project of providing affordable houses and improving people's well-being is the most important event in Xinjiang. And the Yining city has officially carried out the project, which is in the best spirit of the 18th National Congress of the Communist Party of China concerning the improvement of people's livelihoods.
