National Border Economic Cooperation Zone of Yining

In 1992, China's State Council endorsed Yining as a border opening-up city and established the Yining Border Economic Cooperation Zone. The economic zone is surrounded by the West Ring Road, Shanghai Road, Jiefang West Road and the Ili River. After nearly 20 years of development, the original 6.5-square-kilometer zone expanded to 30 square kilometers, with construction projects completed in two thirds of the total area. Also, the zone has witnessed an influx of investment totaling nine billion yuan in infrastructure and fixed assets. The 72.34-kilometer road network consists of seven boulevards and another seven thoroughfares crisscrossing throughout the area. The gross floor area in the economic cooperation zone is 4.23 million square meters and 58.2 percent of the zone is covered by forest, a total of 802,000 square meters. The economic zone is a complex of various functional facilities, including administrative, residential, educational, medical and industrial areas. The zone is also home to 55,000 residents.

In recent years, the economic cooperation zone has taken full advantage of Yining's strategic location and green resources in the Ili River Valley to achieve sustainable development, a persistently successful economy and strategic planning, attracting major modern industries. The modern coal chemical industry is led by Qinghua Energy Group with its low-temperature pyrolysis of coal. The bio-chemical and bio-pharmaceutical industry features an antibiotic intermediate project and a phenylalanine project from Chuanning Biotechnology Co., Ltd. and Suyuan Biotechnology Co., Ltd. respectively. Both projects are designed with an annual production capacity of 10,000 tons. The in-depth farming and subsidiary product market are spearheaded by Angel Yeast Co., Ltd, Baixin Caoyuan Bee Co., Ltd. and Yiyuan Dairy Stock Co., Ltd. The new construction material industry is supported by Henghui Ceramics Co., Ltd. and Dingyin Building Material Co., Ltd. The machinery manufacturing industry is fronted by Jianneng Coal Industry Machinery Co., Ltd. There are also a number of new energy and new material projects in the economic cooperation zone.

At present, the economic development zone is home to 790 companies. Of the 119 industrial companies, 28 are enterprises above designated size, accounting for 73.6 percent of the total in Yining. The numbers for enterprises with 100 million yuan in fixed asset investments and output value have reached 16 and 6 respectively, including three in China's top 100 company list. The high-tech industry is led by one leading enterprise in China and another two keeping pace in Xinjiang. There are ten major companies in the zone specializing in translating agricultural technology into production, supported by two bases for pilot programs and production. Out of the 13 major products made in the zone, three are accredited as famous brands in China. Angel Yeast Co., Ltd. is the largest company of its kind in Asia, with an annual production of 30,000 tons active dry yeast. Shengkang Cereals And Oils Processing And Trading Co., Ltd. is the largest flour producer in Xinjiang, with a processing capacity of 500 tons of wheat everyday. The 4-billion-yuan antibiotic intermediate project, which will be completed in 2012, is expected to be a global leader in terms of production scale and technique. The major investor for this project is Chuanning Biotechnology Co. Ltd., with an annual production of 10,000 tons.

In 2011,the economic development zone's GDP hit 1.71 billion yuan, up 37.6 percent from 2010, accounting for 14.6 percent of the total in Yining. Also, the industrial added value in the zone reached 830 million yuan, up 34.2 percent from 2010, accounting for 40.1 percent of Yining's total. Local general budget revenue topped 550 million yuan, up 55 percent from the year before, accounting for 39.8 percent of Yining's total. With all this, the zone saw a healthy 5.71 billion yuan in investment.
