An ecological city is an effective, healthy and sustainable environment for human beings and is designed according to ecological theories. It aims to reach a balance between humans and nature. The city of Yining serves as an ecological name card for the Xinjiang Uyghur Autonomous Region. Its superior geographic location and unique ecological environment provide the necessary conditions to build an ecological city.

In 2012, Yining city is implementing all the decisions and actions for the ecological environmental protection of the state, autonomous regions, and autonomous prefectures. All development and construction must make ecological environmental protection the first priority. These projects must insist on sustainable resource development and push forward with eco-livable city construction.

First of all, strengthen ecological planning. Insist on planning in advance; speed up ecological and environmental zoning, as well as various ecological plans, including sustainable development, an urban green system, wetland protection, and water system master planning. Insist on urban green line planning. The land within the green line is only for green construction. Except for the special area used for national key constructions, it's not allowed to transcend this green line system. The environmental impact assessment must be done simultaneously while making all the plans.

Secondly, strengthen ecological environmental protection and construction. Fully implement the strictest environmental protection measurements in the ecological sensitive regions on both shores of Ili River; strictly follow the plan to carry out protective development and construction; implement the strictest management and control in the water conservation area, for drinking water sources, natural ecological regions, and populated regions.

Launch the green corridor construction of the Ili, Piliqing, and Jiergelang rivers to reach a green area ratio of at least 38 percent in 2015. Launch protective planning construction in Backshore, Bayiku and Dadamutu wetlands. Protect the existing green field, wetlands, orchards and forests. Reinforce the environmental supervision along the Ili River and in Yining; start the operation of the Second West Sewage Treatment Plant this year; start the construction of the Third Sewage Treatment Plant; increase the level of harmless treatment of urban waste, sewage treatment and utilization of recycled water.

Speed up rural environmental protection, and guarantee rural environment improvement. Guarantee urban water system construction; recover the Dadamutu and Sayi Water System gradually to form a green water band to run through the city. Implement the construction of a canal system for the North Shore Canal and People's Canal. Make full use of the water sources to depict the unique charm of typical scenery in south China, and increase the public degree of satisfaction for the urban ecological environment.

Thirdly, intensify land conservation. Implement the strictest arable land protection system, and guarantee to improve the quality without decreasing the quantity of arable land, especially basic farmland. Carry out the strictest land conservation system; arrange the newly increased construction land properly; ensure less misuse of arable land by construction; and use fewer land resources to support more economic growth. Strictly implement laws, regulations and lawful proceedings of land management; prohibit unauthorized land grants and land vacancies.

Fourthly, strengthen urban and rural environmental sanitation. Carry out 24 hours urban cleaning. Implement a permanent management mechanism in urban and rural areas; guarantee sanitation control along national and provincial highways as well as in urban villages. Carry out rural sanitation control combined with new rural constructions. Support rural sanitation facility construction to realize the urban-rural integration of garbage removal. Make efforts to seek for funds from superiors to complete rural toilet upgrades. Improve the urban sanitation level and the quality of rural and urban sanitation.

Fifthly, implement energy conservation and carbon emission controls. Select business partners and attract investments, and guarantee 100 percent implementation of the environmental evaluation system. Strengthen energy saving and carbon emission responsibility evaluations and assessments. Carry out energy conservation and carbon emission controls in every department, and in high energy consuming industries and key energy consuming enterprises. Control the emissions of wastewater, smoke and dust.

Encourage and support enterprises to increase investments in environmental protection facilities, and eliminate outmoded energy production facilities. Strengthen the supervision of environmental nonstandard enterprises, compel them to make reforms within specified time to ensure the standard emission of major pollutants, and implement energy saving and use. Ensure that cities reach a good ambient air quality for over 95 percent of the whole year.
