Institute of Environment and Development (IED/LEAD-China) was incepted in 1994 as a non-government and non-profit organization to implement China program of Leadership for Environment and Development. The Board of Directors chaired by Mr. Qu Geping assumes the leadership over the Institute - guiding and supervising its activities under the principle of sustainable development. Core faculty of IED/LEAD-China plans and quality-controls its education, research and information resource development activities in the fields of environment and development, and a small management team is responsible for its operation to be transparent, inclusive and collaborative.

IED/LEAD-China takes as a goal empowering all the environment stakeholders and general public and creating a mechanism for equal dialogue and participation. We are committed to three areas of activities - education, research & development, and information dissemination applying information and communication technology.
Education emphasizes leadership development. It aims at bringing up a new generation of leaders with the vision of, the commitment to, and the ability of implementing sustainable development strategy. We believe that sustainable development would not be achieved without them who have the capacity of creatively meeting the challenges and resolving dilemmas and problems associated to the sustainable livelihoods of the human beings. Leadership development means building and enhancing such capacity.
Research & Development focuses on developing new institutional arrangement at various levels, that integrates environment protection into development strategy and that encourages participation of all stakeholders, especially disadvantaged groups, in decision making and implementation process. Our experiment efforts aim at improving the governance of the society that is sensitive, inclusive, transparent and effective. We believe that sustainable development won't be achieved without institutional innovation.
Information dissemination aims at enhancing the public access to environment information and knowledge. We believe that knowledge and information play a critical role in fundamentally changing attitudes of human beings toward the sustainability. IED/LEAD-China applies information and communication technology (ICT) as an effective tool to develop and disseminate information and knowledge to empower the public and support Chinese environment NGOs in their capacity building exercises.

l Desertification control through household ecological-economic zones on the Kerqin Grassland of the Inner Mongolia (1996, funded by the Rockefeller Foundation).
l Pattern of integrated watershed management on the Loess Plateau in Ansai county of Shaanxi province (1997, funded by LEAD International).
l Eco-tourism and the sustainable development, a case study of Jiuzhaigou of Sichuan province (1999, funded by LEAD International).
l Appropriate technology for sustainable resource use in Gongcheng County, Guangxi (Zhuang) Autonomous Region (2000, funded by LEAD International).
l Institutional development for sustainable resource management in Pianguan County of Shanxi province. (2000, funded by Training Center of Chinese Ministry of AGriculture)

This activity has long been an area pursued by IED to enhance the information access and improve the public awareness. IED has developed following information systems or web sites to achieve these objectives:

l "Yipee" at www.yippee.com.cn, a Chinese search engine for the Chinese Internet audience in 1997;

l The multi-media training CD-ROMs to facilitate IED training programs through distance learning.
