“We were shocked to find out about this. It is a government purchase project aimed at improving the cultural well-being of the people. Every section is supposed to be well organized, I don’t understand how could we end up giving pirate dictionaries to the students.”

That was the Commercial Press CEO Yu Dianli describing how he felt when he discovered that pirate dictionaries were given to school children.

In March 2013, Yu Dianli received a call from Yuan’nan. He was told that in some part of Yuannan Tengchong County, school children were given low quality copies of Chinese dictionaries bearing the logos of the Commercial Press.

The dictionaries were bought by Yuannan Department of Finance and given to rural school children as part of a cultural well-being project. However, some teachers and students found their dictionaries were in very bad shape: the quality of the paper and binding was so bad that the pages could easily come loose and fall out.
