Charging Standards for Taiwan Students

The following is an announcement of the adjustment of the charging standard and relevant policies for the enrollment of Taiwan students at Chinese mainland universities and scientific research institutes jointly released by the Ministries of Education and Finance, National Development and Reform Commission and Taiwan Affairs Office of the State Council in August 2005.

(I)Adjustment of charge standard for Taiwan students

1. College students, undergraduates and postgraduates from Taiwan enrolled in mainland universities and scientific research institutes should be charged the same tuition and boarding fees as mainland students, live in the same dorms and study in the same departments at the same colleges.

2. Relevant universities and scientific research institutes should strictly implement the state charge policy for Taiwan students. Any college or institution should not raise tuition standards and accommodation fees for Taiwan students who study on the mainland as well as charge for items aimed specifically at Taiwan students in any name and form.

3. Financial and educational departments in every province, autonomous region and municipality should strengthen management and supervision on the charges for Taiwan students by relevant universities and scientific research institutes. Any conduct against state regulations on irrational charges should be dealt with seriously.

(II) Establishment of Scholarships for Taiwan Students

1. Basic prerequisite for Taiwan students to apply for scholarships: recognize one China, abide by school rules and regulations as well as national laws, have good virtues, have excellent results for entrance examinations or grades during study in mainland.

2. Application for scholarship of Taiwan students begins in September and revaluation procedure concludes October 31 the same year.

Taiwan students can apply for scholarships at universities or institutes where he or she studies once a year according to the above application requirements.

3. Levels and Standards of Scholarships for Taiwan Students

Three levels of scholarships for universities and college students: 200 students for first prize, 4,000 yuan per person per year; 300 students for second prize, 3,000 yuan per person per year; 500 students for first prize, 2,000 yuan per person per year.

Three levels of scholarships for postgraduate students: 50 students for first prize, 6,000 yuan per person per year; 150 students for second prize; 4,000 yuan per person per year; 300 students for third prize, 3,000 yuan per person per year.

Three levels of scholarships for doctoral students: 50 students for first prize, 8,000 yuan per person per year; 150 students for second prize, 6,000 yuan per person per year; 300 students for third prize, 4,000 yuan per person per year.

(II)Special subsidiaries for Taiwan students

Colleges and universities in Beijing, Shanghai, Guangdong, Jiangsu and Zhejiang provinces and municipalities who do not enjoy transfer payments should follow standards of quota subsidies from the central financial authorities.

A special subsidy of 8,000 yuan (US$918) per person per year is granted to Taiwan students who study at mainland universities and institutions affiliated with ministries and commissions of the central government as well as parts of local universities (excluding universities in the six provinces and municipalities mentioned above).

The above regulations were implemented on September 1, 2005.
