The Arab League met on Wednesday to present a united Arab response in the face of widespread outrage across the region.
Arab League Secretary-General Amr Moussa urged the Palestinians to reconcile their long schism and called on the Arab nations to present a united stance.
"All the Palestinians must be united and they have to start immediately to take the procedures to regain the confidence between them, but they have to know that time is too short so what should be done now is they should be one hand before anything."
Arab leaders also said that Palestinian divisions allowed Israel to carry out its devastating strikes on the Gaza Strip and were hindering any effective Arab response.
At the top of the meeting's agenda is an Egyptian proposal for a cease-fire between Israel and Hamas.
Egyptian Foreign Minister said his country is proposing a package deal to end fighting that include an immediate cease-fire and reopening the Rafah crossings, which will help complete an Israeli blockade of the territory.
The proposal also includes deploying European and Arab observers to check that both Hamas and Israel abide by the truce once it is established.
According to Gaza official, five days into the air attack, some 390 Palestinians have died.
