China has announced plans to establish a social security number system for the welfare of its citizens.
The draft of the Social Insurance Law says such a system will be established by using each citizen's current identification card number.
Chen Xiaoyan, a human resource officer in south China's Dongguan City, says the new system ensures that migrant workers can enjoy a full retirement pension when they retire.
"I am a human resource worker. Many migrant employers often come to tell me that they hope the country will have a nation-wide social insurance system. This is what they are most concerned with."
In addition, the new draft of the Social Insurance Law says any individual or organization has the right to complain or report illegalities about the social insurance fund. The measure is an attempt for greater supervision of a citizen's basic security.
China's top legislature,the Standing Committee of the 11th National People's Congress, has discussed the draft.
