Indian is seeking to lower tensions with neighbouring Pakistan in the wake of the Mumbai attacks, saying "nobody wants war".
India has blamed the Pakistani-based militant group Lashkar-e-Taiba for last month's Mumbai attacks that killed 170 people and demanded Pakistan take action against it and other groups operating from Pakistani soil.
Indian Prime Minister Manmohan Singh reiterated this demand on Tuesday.
"The issue is not war, the issue is terror and territory in Pakistan being used to promote, to aid and abet these terrorists. Nobody wants war. We would like an objective effort to dismantle the terror machine, and the government of Pakistan knows what that implies."
On Monday, the lone captured gunman Mohammed Ajmal Kasab from the deadly attacks stated in a letter that he and the nine other gunmen involved in the attack all came from Pakistan.
