Civil servants go travelling during work time

A citizen from Dejiang County in Guizhou province found only one staff member was on duty in the county's Business Bureau when he arrived. He was told that the rest of the staff had gone travelling. Apparently, the county government had released a formal document requiring civil servants to take leave to travel.
