The Pacific Islands Forum leaders have issued declaration on climate change And Venezuela and Argentina have begun building railways linking the two countries. Stay tuned. The latest round of UN-sponsored climate change talks began on Thursday in Accra, Ghana. More than 1,000 delegates are working on the technical details of a treaty to replace the Kyoto Protocol which expires in 2012. Alpha Diallo of UN Radio in Geneva spoke to the head of the UN Climate Change Secretariat, Yvo de Boer, who's in Ghana. The Pacific Islands Forum member leaders have agreed to continue to develop Pacific-tailored approaches to combating climate change and protecting their own regional environment. In a declaration issued after a two-day meeting held in Niue, the leaders called for urgent action by the world's major greenhouse gas emitters to set targets to significantly reduce their emissions. The governments of Venezuela and Argentina have begun the construction of a railway, which will connect Caracas with Buenos Aires. Venezuelan Infrastructure Minister Isidro Rondon and Argentine Ambassador to Venezuela Alicia Castro attended the inauguration ceremony, which was held in the train station of La Rinconada. Castro said during the inauguration that it's a realizable utopia, a train that can cross from north to south of the South American territory.
