No More Fresh Graduates in Shanghai Municipal Bureaus

Shanghai Municipal government has announced that university graduates fresh from school are no longer qualified to apply for civil servants position in municipal level departments. As fresh graduates are good in taking exams, they tend to do better than experienced officers in recruitment. However, they normally can't perfume as well at work due to the lack of practical experience. Therefore, the new policy is intend to improve the performance of civil servants.

Yangzhou Evening News has an report saying that dissatisfaction with the competence of fresh graduates in government body is common. During Chinese People's Political Consultative Conference, a Chongqing municipal officer also expressed that fresh graduates are less competent in problem solving and have been a disappointment overall. The article believes the new policy is necessary and pragmatic. At the same time, it is believed the misunderstanding that civil servant recruitment can help ease social unemployment can be corrected.

One opinion from Beijing Youth Daily believes Shanghai local government should be a model for fair recruitment. Even people without certificates should be welcomed as applicants so it is ridiculous for a government body to reject someone for he or she is a fresh graduate. The opinion points out that the key problem lies in the recruiting system. The examination should be adjusted to minimize the test-taking advantage of fresh graduates instead of rejecting the applications of fresh graduates.

For a clean and efficient government, one article from Guangzhou Daily suggests the implementation of "Contract System" and "Competitive and Eliminative System". Smashing the "iron bowl" and the 'guaranteed employment' of civil servants, the Contract System will motivate officers to do their jobs effectively and honestly. While being scrutinized by the public, a "Competitive and Eliminative System" will filter out the incompetent officers.
