Ms. Yilan (Heidi) Luo is the Vice President of IMS, an international business company located in Long Beach, CA which is promoting environment friendly packaging. She also teaches Economics in West Los Angeles College.

Previously, Ms. Luo was the Assistant Director of Asian Pacific Business Institute (APBI), a President chartered institute at California State University, Los Angeles. She received her MA (Global Economics) from Cal State L.A. She has conducted extensive executive management training programs for National, Provincial and Municipal Governments as well as enterprises of the People's Republic of China. Ms. Luo made many presentations on U.S. economy to delegations from China.

Ms. Luo serves on the board of Long Beach-Qingdao Sister Cities Association, which pledges to assist exchange and trade between the people of the two cities.
