African ministers from the Great Lakes region are due to meet in Nairobi on Saturday to discuss regional security and peace matters, organizers announced here Friday.
A statement from International Conference on the Great Lakes Region (ICGLR) said 11 members states from the Regional Inter- Ministerial Committee (RIMC) will also carry out a comprehensive review of the security situation in eastern DRC where escalating conflict between government forces and rebels has uprooted an estimated 250,000 people since late August, mainly in North Kivu province, which borders Rwanda and Uganda.
The statement said the general situation in the member states and implementation of the Pact as well as a follow up on the African Union decisions on the abuse of the principle of universal jurisdiction will be discussed at the meeting.
"The meeting will consider the national coordinators report which notes that three signatories to the pact on security, stability and security in the Great Lakes Region, namely Angola, Zambia and Sudan have not ratified the Pact; that the TROIKA as it is now present a conflict of interest in situations where the chair or a member of the Troika is party to the conflict," the statement said.
It said the 11 foreign ministers from the ICGLR will also consider that the pact on security, stability and development in the Great Lakes region should be used as a basis in the search for a regional solution particularly in eastern DRC among other issues.
The RIMC meeting is the policy organ of the ICGLR. It consists of the ministers responsible for foreign affairs of Angola, Burundi, Central African Republic, Republic of Congo, Democratic Republic of Congo, Kenya, Uganda, Rwanda, Sudan, Tanzania and Zambia.
The co-opted countries are Botswana, Ethiopia, Egypt, Malawi, Mozambique, Namibia and Zimbabwe.
Among its functions, the RIMC promotes monitors and keeps under constant review the implementation of the programs of the ICGLR and ensures the proper functioning of the regional Organization. |
