Chun Yung-woo is Seoul's chief nuclear negotiator.
"What have been agreed on is the fact that the six-party talks will be opened at each country's convenient time. The exact date should be set as the circumstance of each country comes up. And if the talks resume, it's important to prepare in advance to step forward substantially."
In Moscow, Igor Ivanov, the head of the Presidential Security Council, also welcomed the move, saying discussion and negotiation is the only constructive way to solve the problem.
"The sooner the six-party talks are resumed, the sooner tensions are eased and we can discuss the North Korea nuclear issue, not in the light of sanctions but in the light of discussing real problems."
