The European Union Foreign Policy Chief, Javier Solana, has urged Palestinian leaders to urgently move to form a new government.
While stopping at a West Bank refugee camp, Solana said the international sanctions against the Hamas-led government have had a heavy toll on ordinary Palestinians.
He expressed hope that the Palestinians will soon have a new government that's more acceptable to the international community.
"I hope that after this conversation that we have some more energy to continue working for a noble cause, which is the cause of the Palestinian people, that they have to find their dream, to have a country, to have a state, to be liberated from the occupation, and to have the possibility to develop their capabilities"
Solana is on a six-day mission to the Middle East, aimed at breathing new life into peace efforts.
He left for Lebanon on Friday, after visiting Israel and Palestine. He's scheduled to move to Egypt on Sunday.
