But many people have started voicing concern over the actual use of this massive expenditure, particularly on projects they consider irrational such as luxury office buildings that are on the "shopping lists" of various local governments.
An article in the Xinhua Daily Telegraph argues that such spending will consume a large amount of funds from the package, which is supposed to facilitate domestic economic growth and improve infrastructure construction.
