New civil aviation regulations currently being debated could result in fines of up to 10 thousand yuan, (or over 1,200 US dollars) for airline passengers who leave their seats at inappropriate times during a flight.
An industry insider says the tougher fines will be meted out for passenger behaviour which might have consequences for the safety of the aircraft.
"Before each take off, the captain receives a list of precisely calculated figures showing how passengers and luggage are distributed on the plane. The weight and location of these are critical for a safe flight."
Other types of behaviour that could result in fines ranging from 500 to 10 thousand yuan include opening luggage compartments while the plane is taking off, landing, or experiencing turbulence; smoking; having overweight or oversized carry-on luggage that's not properly stowed; explicitly disobeying crew orders, and changing seats without permission.
The new regulations are currently under final deliberation by the authorities.
