China will enact a regulation for the release of government information by the end of this year, in a bid to promote government transparency. The announcement was made by a senior party official at a news conference Tuesday; and our reporter Xiaoyu has the details.

Gan Yisheng, secretary-general of the Central Commission for Discipline Inspection of the Communist Party of China said the regulation, which is being drafted by the State Council, will be completed and released before the end of this year.
China is in the process of building an effective system to ensure government affairs are made public. The move is viewed as yet another attempt by the central administration to improve government efficiency and prevent the abuse of power.
Gan Yisheng said the basis of promoting government transparency is to better serve the interests of the general public.
"Local governments should attach great importance to issues of concern to the public and related to the interests of the public, and closely combine promoting government transparency with protecting the public’s fundamental interests, so as to safeguard the people's legal interests."
Gan said the General Offices of the CPC Central Committee and the State Council have issued several documents urging authorities at all levels, especially those at the county and township levels, to promote government transparency.
For instance, county governments and above are required to release information on a regular basis; all of the ministries under the State Council and the country’s provincial governments have all set up a spokesperson and news conference system; and more than 80% of governments and departments above the county level have built up websites to release information. Over 2 thousand service centers have been established across China by various ministries.
When asked about the ongoing investigation into the former Party chief of Shanghai municipality, Chen Liangyu, Gan Yisheng said such cases would offer experience so that any other violations are prevented under a more transparent government.
"The investigation into such an important case fully demonstrates the CPC's determination to build up the party’s discipline and stamp out corruption. Anyone who violates Party rules or national laws will be severely punished regardless of who they are and what position they hold."
Currently, China is actively implementing the UN anti-corruption convention and promoting government transparency, along with its aim to curb corruption and graft from the root.
