Travel agencies in Shanghai are urged to provide details of charges included in contracts signed with tourists, Shanghai Tourism Trade Association said.
Tourists should be told admission costs for each scenic attraction and details of entertainment prices, according to the association's "Sunshine Price" plan.
"Tour agencies should also list souvenir-buying trips on the contract, including how many and how long each will last," said the plan.
And agencies should not place fake ads to attract customers, said the association.
The plan will have a trial run during the Spring Festival holiday, starting on February 18, and will be widely used during the Labor Day holiday in May.
Local agencies can choose whether to join the scheme. If they do, they must sign a letter of commitment with the association. But the association wouldn't say whether agencies would be punished if they disobey after signing.
The association is acting after complaints that travel agencies ask for extra fees not listed on the contract.
