The UN Security Council told Hamas on Friday that a future Palestinian government must recognise Israel and commit itself to a negotiated settlement of the Mideast conflict, culminating in two independent states living side-by-side in peace.
The Council was commenting for the first time on the militant Islamic group's surprise victory in the Jan. 25 Palestinian elections.
The statement was read by US Ambassador to the UN, John Bolton, who holds the rotating presidency of the Security Council for February.
"The Security Council congratulates the Palestinian people on an electoral process that was free, fair and secure. The Security Council reaffirms its profound attachment to the vision of two democratic states, Israel and Palestine, living side by side in peace and security."
The Security Council statement welcomes Palestinian President Abbas' affirmation that the Palestinian Authority remains committed to the road map, previous agreements and obligations between the parties and a negotiated two-state solution to the Israeli-Palestinian conflict. It said that any new Palestinian government was expected to adhere to the road map peace plan for the Middle East, and must recognise the state of Israel.
The statement also reminded Israel's government of the Council's view "that settlement expansion must stop" and also its concern regarding "the route of the barrier" that Israel is constructing between the two states.
