South Korean Foreign Minister Ban Ki Moon said North Korea should try to become a member of the international community, as North Korean leader Kim Jong Il has voiced a willingness to return to talks.
North Korean leader Kim Jong Il told South Korean Unification Minister Chung Dong Young on June 17 in Pyongyang that his nation is willing to return to talks as early as July if Washington is ready to respect Pyongyang.
South Korea has been trying to persuade North Korea to return to stalled talks with the United States, China, Japan and Russia on dismantling its nuclear program in return for economic aid and security guarantees.
Meanwhile, U.S State Department announced Secretary of State Condoleezza Rice will travel to China, Thailand, South Korea and Japan on a six-day trip beginning July 8 that will focus on the nuclear standoff on the Korean Peninsula.
U.S. and North Korean officials have been meeting every few weeks to discuss the stalled six-party talks. Last week, Joseph DeTrani, the U.S. special envoy to the talks, met with North Korea's deputy director general for North America, Li Gun, at an academic conference in New York.
