She made the remarks at a press conference on Sunday in Beijing.
Rice said North Korea's decision to return to the talks is only a start and the goal is to make progress in the nuclear talks.
She reiterated that the U.S acknowledges North Korea as a sovereign state and has no intention of invading the country.
She said the U.S hopes a nuclear weapon-free Korean peninsula can be achieved as soon as possible.
In regards to China's rapid development, the Secretary of State said the U.S sees China as a positive force in the international community.
Rice said the Sino-U.S relations have progressed in the past years with the bilateral cooperation in anti-terrorism, the North Korea Nuclear question and U.N issues.
She denies that the U.S deems Chinese military buildup as a threat, saying that China and the U.S can join hands to safeguard the region.
She also admits that Chinese economic development is favorable to the world.
