UN Secretary General Kofi Annan has unveiled a plan to overhaul the 60-year-old world body, urging world leaders to make the proposals a reality when they meet again in six months.
The wide-ranging report is based on proposals by a high-level panel on UN Reform and the Millennium Declaration, in which the UN has pledged to slash poverty rates around the world by 2015.
Annan's proposals include a recommendation to expand the 15-member Security Council to 24 to make it more representative of today's realities.
He also calls for the establishment of a human rights council, a clear definition of terrorism, more peacekeeping missions and stricter discipline for their personnel.
