FM Spokesman on G-4 Proposal on UN Security Council Reform
2005-7-30 14:46:10      CRIENGLISH.com
Chinese Foreign Ministry spokesman Kong Quan says Japan's comment on China's stance on the joint proposal by Group of Four (G-4) for the UN Security Council reform is "groundless and with ulterior motives".

Kong Quan made the remarks Saturday when asked to comment Japanese Foreign Minister Nobutaka Machimura's recent remarks in New York that China will not oppose the G-4 proposal eventually. The G-4 includes Brazil, Germany, India and Japan.

Kong said the Chinese side has always believed the framework resolution draft does not care about the interests of most developing countries, especially those of the small and medium sized countries.

He said the forcible voting on the proposal will severely damage the solidarity of Africa, of Asia and among member states, and the long-term interests of the United Nations.

The spokesman stressed that the only right way is to go through democratic consultation and make decisions upon extensive agreement to push forward the reform of the UN Security Council.

Kong said the Chinese side will vote against the expansion formula if forcible voting occurs at the UN General Assembly.

The Security Council is currently composed of five veto-wielding permanent members -- Britain, China, France, Russia and the United States -- and 10 elected members with two-year terms, half of which are rotated annually.
