Chinese vice Premier Hui Liangyu says governments at all levels need to increase their efforts to relieve poverty.

Hui Liangyu is now on an inspection tour in China's southwestern Guizhou Province.

He also says more support is needed to boost development in ethnic areas and more respect and care should be offered to handicapped people.
