Zhang Gong is the deputy director of the Beijing Municipal Commission of Development and Reform, one of the sponsors of the two day summit.
He says in comparison to China, India's software industry has had an eye on the international market from the very beginning, whereas China's growth has been driven by internal demand.
"China's software companies will make India a key partner in their internationalization process. In the coming two or three years, India's software providers will also be cooperating with China's major software bases like Beijing. As China further opens up to the global market and software enterprises mature, various of cooperation through joint ventures and solely-funded enterprises will be carried out."
Insiders say China lags far behind India in developing its software services, especially software exports. China's IT services revenues are rising, but are barely half of India's 12.7 billion dollars.
And China's software exports make up only 10 percent of total annual revenues. By contrast, software accounts for 70 percent of India's.
