According to statistics, the GDP of Hebei Province in 2003 reached 709.54 billion yuan, an increase of 11.6 percent over last year and the highest since 1998.
2003 was the first year when China began the overall construction of a society in which people enjoy a fairly comfortable life. Going all out, the people of Hebei strived hard in implementing the four key strategies--- invigorate Hebei by means of science and technology, and education, rely on opening-up, quicken the pace of urbanization, and maintain a sustainable development-----in overcoming the impact from uncertainties in world political and economic situation and that from SARS (severe acute respiration syndrome), and in pushing forward the 4 key works ---- making more investment, enhancing private enterprises, reforming the state-owned enterprises, and opening to the outside world----, and achieved the best economic result in recent years. In the mean time, the overall economy progressed steadily with the speed, quality and profit growing at the same pace. This marked a good beginning. 

Hebei is a large agricultural province. In the process of transition from traditional agriculture to modern agriculture, green economy and regional character economy developed rapidly.  Technology-intensive and better economic return agriculture turned out to be a new growth factor. Brand-name, quality and unique agricultural products came out one after another. National economy made a rapid progress, lifting the total economic volume and GDP per capita to a higher level. Output value of the primary industry reached 106,430 million yuan, an increase of 5.9 percent over that of last year; that of the secondary industry reached 367.54 billion yuan, an increase of 14.2 percent over last year; and that of the tertiary industry or service industry reached 235.57 billion yuan, an increase of 10 percent over that of last year. The GDP per capita reached 10,508 yuan, an increase of 10.9 percent over last year. All the main economic standards have reached or nearly reached the highest level in recent years. 

Agriculture was strengthened through structural readjustment. Except grain production, other crops productions including cotton, oils and vegetables maintained a fairly rapid growth. In 2003, with a reduction of planting area of 89.16 million mu (5.944 million hectares), the total grain production reached 23.878 million tons, an decrease of 2 percent compared with that of last year; the cotton production reached 522,000 tons, an increase of 29.9 percent over last year; oil production 1.631 million tons and vegetable production 59.034 million tons, both an increase of 7.8 percent over that of last year, the highest growth rate in history. Sixty-nine percent of its vegetables was sold out of the province, making up 50 percent of Beijing¡¯s vegetable market. Fishery, forestry and animal husbandry industries kept a good growth rate. Owing to the readjustment in planting areas, the output value of animal husbandry, vegetable and fruits took up 70.5 percent of the total agriculture output value, making up 86.8 percent of the agriculture increase of the year. Industrialized management of agriculture reached 44.1 percent, an increase by 3.3 percentage points, compared with that of last year. Fast progress was made in forestry industry. In 2003, newly planted forestry area was 624,000 hectares and 222,000 hectares of farmland were converted for forestry. Forest coverage reached 19.5 percent. 

The Tangshan Iron and Steel Group Co. Ltd. is one of ten major iron and steel making enterprises of China Industrial production was on the rise, with the speed and profit keeping the same pace. In 2003, Hebei¡¯s industrial production had the following features: total volume growing rapidly, economic benefit raising remarkably, production and sale connected closely and industrial structure improving continuously. The total industrial added value reached 325.15 billion yuan, an increase of 14 percent over that of last year. The role that the industrial production played in pushing the development of provincial overall economy was further strengthened. In 2003, the total industrial sale income was 586.2 billion yuan, increasing by 32.13 percent compared with that of last year. The total tax paid was 69.75 billion yuan, an increase of 39.65 percent compared with that of last year, and the profit netted 38.78 billion yuan, an increase of 55.32 percent compared with that of last year. The supportive role played by heavy industry was enhanced. In 2003, the total added value of the heavy industry sector was 132.956 billion yuan, an increase of 23.21 percent over that of last year. This growth rate is higher that of the light industries and 3.11 percentage points higher than the average growth rate of the whole industrial sector. The added value of heavy industry took up 73.44 percent of the total industrial added value, an increase of 4 percentage points over that of 2002.  The leading industries like metallurgy, machine-making, construction material, chemicals, etc. developed quickly, "Little Hawk--500 light aircraft" produced by Shijiazhuang Aircraft Industry Co. is the first private commercial plane in China playing an important supporting and pulling role in the development of Hebei¡¯s economy. In the high-tech field, telecom products, network facilities, computer software, new type monitors, etc. grew fast, and it has become a leading industry in national economy. The joint stock enterprises and enterprises with foreign investment also made much progress in their production, achieving 94.61 billion yuan and 20.8 billion yuan respectively in added value and increasing by 23.6 percent and 25.1 percent respectively. Good economic result was achieved in the year 2003. The overall economic performance index was 114.6, an increase by 17.2 percentage points over that of last year. Total profit netted 38.78 billion yuan, an increase by 55.3 percent.

With people¡¯s living standards raising remarkably, Hebei has completed the historical transition from a society in which people have adequate food and clothing to a society in which people live a fairly comfortable life. In 1999, Hebei¡¯s GDP per capita reached 800 U.S. dollars and met the standard for a society in which people have adequate food and clothing. In 2000, GDP per capita reached 900 U.S. dollars, in 2001, reached 1,000 U.S. dollars and in 2003, 1,300 U.S. dollars. Now, Hebei has entered the phase of all-around construction of a society in which people live a fairly comfortable life.

In 2003, the life of the rural and urban people in Hebei further improved, with the urban citizens having an average deposable income 7,239.1 yuan, an increase of 8.4 percent over last year, and the rural citizen an average net income 2,853 yuan, an increase of 6.3 percent over last year. The respective Engel¡¯s coefficient for rural and urban people was 35.2 percent and 39.9 percent. The total number of rural and urban citizens¡¯ bank deposits in the end of 2003 was 545.7 billion yuan, an increase of 64.57 billion yuan compared with that at the beginning of the year. Meanwhile, consumers¡¯ expenditure increased, with the urban citizen consumption expenditure per capita 5,439.7 yuan, an increase of 7.3 percent, and rural citizens consumption expenditure per capita 1600 yuan, an increase of 8.4 percent. Consuming goods market keeps thriving. After end of the SARS (severe acute respiration syndrome) in first half of 2003, consuming market began to recover quickly. The total retails sale of commodities hit 217.79 billion yuan, an increase of 10.7 percent over that of last year. As people raised their demand of consumption, the hot selling commodities concerning telecommunication and e-publication and audio & videos kept a high growth rate, with their respective total retails sale increasing 39 percent and 20.2 percent.

Hebei made a steady progress in market construction in 2003. At the end of the year, Hebei had a total number of 4,899 commodity markets with a total business transaction volume of 276.45 billion yuan, an increase of 10.3 percent over that of last year.
