Robert Tarongoy, an accountant for a Saudi company, was kidnapped in November from his office in Baghdad.

Filipino President Gloria Arroyo confirmed the release, saying he is now in the hands of an "Iraq crisis team" who would arrange his departure from the country.

"Finally, he is coming home after a long time. Today happens to be the third wedding anniversary of the couple. That's why the Lord really knows when the right time is."

Outside the Philippines embassy in Baghdad, local Iraqis say they are pleased to hear of the news.

"I am very pleased about the release of this person. And we are pleased for the release of every hostage, particularly the ones who don't harm Iraqis."
