The FBI on Thursday released a video that showed the shooting death of an Oregon wildlife refuge occupier by the police.

54-year-old Robert LaVoy Finicum was fatally shot on Tuesday. He was a rancher from Arizona and acted as a spokesman for the occupiers at the Malheur National Wildlife Refuge.

He was traveling on a highway with the group's other leaders on Tuesday when the police approached. Eight others of the group were arrested during the operation.

The FBI's aerial footage shows Finicum raising his hands and flailing his arms moments before he was shot.

FBI Special Agent Greg Bretzing said an investigation is underway regarding the shooting.

"During this operation, OSP troopers utilized deadly force due to their proximity of LaVoy Finicum as the situation unfolded. Because of this the Deschutes County Major Incident Team is conducting a shooting investigation per Oregon state law and per established protocols."

Bretzing added Finicum had been reaching for his jacket pocket before a state trooper shot him. The Agent said the video was released in the interest of transparency.

The armed occupation began in early January, in protest of federal control of land in the western US.

Police had stayed away from the occupation to avoid violent confrontations. The group's leader Ammon Bundy was arrested on Tuesday. He asked the remaining occupiers to go home on Thursday. The FBI said four still remained at the protest site.
