New York's Rochester Cancels New Year's Eve Event After Security Tip-off

Officials in the US state of New York cancelled a New Year's Eve fireworks display in Rochester, following a tip-off of a potential terrorist attack.

The identified attacker, 25-year-old Rochester resident Emanuel L. Lutchman was arrested on Wednesday.

New York Governor Andrew Cuomo said Lutchman had been instructed by the IS militant group to carry out an attack.

"This is a person who was a Muslim, was in the state prison system but then became radicalized through the Internet, swore allegiance to ISIL, spoke over the Internet with terrorist organizations, planned an attack, went out and bought the material, and planned to assassinate people New Year's Eve night...to make a terrorist statement."

A paid informant for the FBI revealed Lutchman's plan to the authorities. A criminal complaint filed by the informant said Lutchman had planned to plant a bomb in a restaurant, kidnap and kill people.

The complaint also said Lutchman had previously been arrested, in relation to mental hygiene.

He appeared in court on Thursday, and is facing a maximum penalty of 20 years in jail and fines.

Rochester Mayor Lovely Warren said while there were no additional credible threats, she cancelled the firework display as a safety precaution.
