美国每136人中有1人入狱

Prisons(1) and jails(2) added more than 1,000 inmates each week for a year, putting almost 2.2 million people, or one in every 136 U.S. residents, behind bars(3) by last summer.

The total on June 30, 2005, was 56,428 more than at the same time in 2004, the government reported Sunday.

Of particular note was the gain of 33,539 inmates in jails, the largest increase since 1997, researcher Allen J. Beck said. That was a 4.7 percent growth rate, compared with a 1.6 percent increase in people held in state and federal(4) prisons.

Prisons accounted for(5) about two-thirds of all inmates, or 1.4 million, while the other third, nearly 750,000, were in local jails, according to the Bureau of Justice Statistics.

Beck said jails often hold inmates for state or federal systems, as well as people who have yet to begin serving a sentence.

"The jail population is increasingly unconvicted(6)," Beck said. "Judges are perhaps more reluctant(7) to release people pretrial(8)."

The report found that 62 percent of people in jails have not been convicted, meaning many of them are awaiting trial.

Overall, 738 people were locked up(9) for every 100,000 residents, compared with a rate of 725 at mid-2004. The states with the highest rates were Louisiana and Georgia, with more than 1 percent of their populations in prison or jail. Rounding out the top five were Texas, Mississippi and Oklahoma.

Marc Mauer, executive director of The Sentencing Project, supports alternatives(10) to prison。

"It's not a sign of a healthy community when we've come to use incarceration(11) at such rates," he said.

Mauer also criticized sentencing guidelines, which he said remove judges' discretion, and said arrests for drug and parole(12) violations swell(13) prisons.

"If we want to see the prison population reduced, we need a much more comprehensive approach to sentencing and drug policy," he said.

到去年夏天为止,美国有220万人被送入监狱,也就是说每136个美国人中就有1个是囚犯。将近一年,每周都有1000多人被送往监狱和拘留所。
 

周日,政府报道说,2005年6月30日美国的囚犯数比2004年同期增长了56428人。


研究人员艾伦·J·贝克说,需要我们格外注意的是新增人数中有33539是被监禁在拘留所中的,达到了4.7%的增长率,成为1997年后最高的一次。而州和联邦监狱的增长率仅为1.6%。



司法统计局说大约三分之二,也就是140万人被关在监狱中,其余的三分之一,将近75万人被关在当地拘留所。




贝克说拘留所经常为州或者联邦关人,还有很多人在这里等待服刑。


贝克说:“拘留所中未经审判的人越来越多。法院似乎很难在审判之前放人。”


报告显示拘留所中有62%的人未经审判,也就是说很多人还在等待审讯。


总之,2005年时,每10万人中有738人被监禁,而2004年中时,只有725人。入狱率最高的州是路易斯安那和乔治亚,大约1%的人都在监狱或者拘留所中。其次是德克萨斯、密西西比和俄克拉荷马。




美国审判项目组织执行主任马科·毛尔认为应该有一些机构来帮助监狱分担负担。

他说:“这么高的拘禁率说明我们的生活社区非常不健康。”


毛尔还批评了目前的审判方针,认为它让法官丧失了判断力,还指责因毒品和违反假释条例而被关押的人挤爆了监狱。


他说:“如果我们想降低监狱人口,就必须大幅度完善审判和毒品政策。”
